PSC RESIDENCE — APARTMENT RULES & CODE OF CONDUCT

(To be read, agreed to, and executed in conjunction with the Tenancy Agreement)



PREAMBLE & PURPOSE

This Code of Conduct and Schedule of Apartment Rules sets forth the standards of community living, property care, and mutual respect expected of all occupants at PSC Residence. These rules are incorporated into and form an integral part of your binding Tenancy Agreement. They are designed to preserve the quality, safety, aesthetics, and quiet enjoyment of the residence for all community members.


1. MANAGEMENT RESPONSIBILITIES

Management is dedicated to maintaining the highest standards of upkeep, hygiene, and functionality throughout the building's shared infrastructure. Specifically, Management shall be responsible for:

  • Common Walkways & Staircases: Routine sweeping, mopping, and cleaning of all shared corridors, stairwells, lobbies, elevators, and public balconies.
  • Exterior Architecture: Periodic cleaning of accessible exterior building surfaces and communal windows where applicable.
  • Grounds & Landscaping: Continuous care, pruning, and maintenance of landscaped gardens, lawns, flower beds, and exterior grounds.
  • Refuse & Hygiene: Regular sanitization of central refuse stations and keeping communal areas free from accumulated waste or safety hazards.
  • Building Integrity & Repairs: Executing routine maintenance, structural repairs, and preventative care for all shared facilities, lighting, security gates, and central utilities.


2. TENANT RESPONSIBILITIES

Residents are expected to care for their private residences with diligence and respect. Each Tenant agrees to:

  • 2.1 Standard of Care: Keep the interior of the apartment clean, sanitary, well-ventilated, and in good structural and cosmetic condition at all times.
  • 2.2 Interior Maintenance: Maintain all internal surfaces and fixtures, including floors, windows, internal doors, cabinetry, countertops, tiling, kitchen appliances, and bathroom installations.
  • 2.3 Drainage & Plumbing Care: Keep all sinks, shower drains, toilets, and plumbing channels clear of grease, cooking oils, food debris, sanitary items, wet wipes, paper towels, hair accumulation, or any foreign matter capable of causing blockages or drainage back-ups.
  • 2.4 Prompt Damage Reporting: Immediately notify Management via the official portal or administrative desk of any observed defect, plumbing leak, electrical fault, pest entry, or property damage. Delayed reporting that exacerbates damage may result in tenant liability.
  • 2.5 Financial Accountability: Accept full financial responsibility for repair or replacement costs resulting from deliberate damage, misuse, neglect, or accidents caused by themselves, household members, or invited visitors (beyond reasonable, normal wear and tear).
  • 2.6 Vacating Condition: Surrender the apartment upon tenancy expiration in a clean, undamaged, and tenantable condition, consistent with the initial inventory report and subject to the terms of the Tenancy Agreement.
  • 2.7 Exclusively Residential Use: Ensure the apartment is used strictly and solely as a private residential dwelling. Conducting commercial activities, running business operations, storing commercial inventory, hosting client meetings, or operating short-term lodging/subletting (e.g., Airbnb operations) from the premises is strictly prohibited.


3. ALTERATIONS, DECORATION & FIXTURES

To preserve the structural integrity and aesthetic consistency of the building, strict guidelines govern all modifications:

  • 3.1 Prior Written Approval: No structural, architectural, electrical, or permanent alterations shall be made to the apartment without express, written consent from Management.
  • 3.2 Prohibited Modifications: Tenants shall not:
  • Drill holes into internal or external walls, structural pillars, or tiled surfaces without prior written authorization (use approved non-marking adhesive hanging hooks instead).
  • Paint, wallpaper, texture, or alter wall finishes, doors, or woodwork.
  • Mount external fixtures, satellite dishes, wireless antennae, window grills, security bars, awnings, or external signage on balconies or exterior walls.
  • 3.3 Reversion upon Vacating: Any approved alteration or modification must be restored to its exact original condition prior to vacating at the Tenant's expense, unless Management explicitly waives this requirement in writing.


4. HYGIENE, WASTE MANAGEMENT & ENVIRONMENTAL CARE

  • 4.1 Domestic Sanitation: Tenants must maintain high standards of environmental hygiene within their apartments to prevent pest infestations, unpleasant odors, or health hazards.
  • 4.2 Approved Waste Disposal: All household refuse and garbage must be securely bagged in durable bin liners and deposited directly into designated central waste dumpsters. Garbage bags must never be left outside apartment doors, along hallways, or on balcony ledges.
  • 4.3 Restricted Plumbing Usage: Toilets and drain lines are designed strictly for organic waste and toilet paper. Flushing sanitary pads, tampons, diapers, baby wipes, cleaning wipes, cotton buds, grease, or heavy paper products is strictly banned. Clearing blockages caused by non-compliant items will be billed directly to the responsible Tenant.
  • 4.4 Clear Common Passages: Corridors, walkways, stairwells, lobbies, and fire escape routes must remain completely clear of personal property at all times, including shoes, shoe racks, door mats, bicycles, boxes, and trash bags.
  • 4.5 Strict No-Pets Policy: To ensure building hygiene, prevent allergic reactions, and maintain acoustic comfort for all occupants, pets and animals of any kind are strictly forbidden on the premises (certified service animals excepted by prior written arrangement).


5. NOISE MINIMIZATION & COMMUNITY COURTESY

  • 5.1 Mutual Respect: Residents shall conduct themselves and manage their households with due consideration for the comfort, peace, and quiet enjoyment of neighboring residents at all times.
  • 5.2 Excessive Sound Controls: Playing loud music, operating high-volume televisions/sound systems, shouting, slamming doors, or holding disruptive social gatherings that disturb neighboring occupants is strictly prohibited.
  • 5.3 Quiet Hours: Sound levels must be kept to a minimum during nighttime hours to ensure undisturbed rest for all residents.


6. VISITORS & GUEST CONDUCT

  • 6.1 Guest Compliance: Visitors and guests are welcome, provided they fully adhere to these Apartment Rules and building security protocols.
  • 6.2 Resident Liability: Tenants remain legally and financially accountable for the conduct, safety, and actions of their visitors at all times while on the Property.
  • 6.3 Nuisance Prevention: Visitors must not create disturbances, cause noise complaints, obstruct shared facilities, or inflict damage on any part of the Property.


7. SAFETY, FIRE PREVENTION & BUILDING SECURITY

  • 7.1 Lock Security: Residents must ensure all apartment doors and accessible windows are securely locked whenever the unit is unattended to safeguard personal and building security.
  • 7.2 Suspicious Activity: Any security concern, broken perimeter lock, unauthorized intruder, or suspicious behavior must be reported immediately to Management or building security.
  • 7.3 Infrastructure Protection: Tenants shall not tamper with, alter, or attempt DIY repairs on electrical panels, circuit breakers, plumbing mains, fire alarms, smoke detectors, or security access systems.
  • 7.4 Appliance Safety: All personal electrical appliances must be operated safely, kept in sound working condition, and used strictly in accordance with manufacturer guidelines to prevent electrical short-circuits or fire risks.
  • 7.5 Flammable & Hazardous Substances: Storing, using, or bringing flammable liquids, explosives, volatile chemicals, fireworks, gas cylinders, or hazardous materials into the apartment or storage areas is strictly prohibited.
  • 7.6 Smoke-Free Environment: PSC Residence is a strictly smoke-free property. Smoking cigarettes, cigars, electronic cigarettes, or vapes is prohibited inside private apartments, on private balconies, and across all enclosed or covered common areas. Any smoke remediation, wall repaint, odor treatment, or fire system call-out fee resulting from a violation will be billed directly to the Tenant.


8. PARKING & VEHICULAR ACCESS

  • 8.1 Designated Parking: Vehicles must be parked neatly and exclusively within designated, assigned parking bays. Parking on access roadways, fire lanes, pedestrian walkways, or unassigned bays is prohibited.
  • 8.2 Limitation of Vehicle Liability: Management assumes no responsibility or liability for any theft, vandalism, loss, or damage to vehicles, motorcycles, or their internal contents while parked on or accessing the Property grounds.


9. RIGHT OF ENTRY & ROUTINE INSPECTIONS

  • 9.1 Scheduled Inspections: Management reserves the right to conduct routine property inspections to ensure safety, cleanliness, and maintenance compliance, subject to providing reasonable advance written notice (minimum 24 to 48 hours).
  • 9.2 Emergency Entry: In emergency situations involving active water flooding, fire, smoke, suspected gas leaks, or immediate structural danger, Management or emergency personnel reserve the right to access the apartment immediately without prior notice.
  • 9.3 Maintenance Access: Tenants shall grant reasonable access to authorized contractors and maintenance personnel for carrying out necessary repairs, scheduled servicing, or safety audits.


10. COMPLIANCE, ENFORCEMENT & PENALTIES

Adherence to these rules is mandatory. Failure or refusal by a Tenant, household member, or visitor to comply with any provision of this Code of Conduct may result in progressive enforcement action, including:

  1. Verbal Warning: Formal notification of the infraction.
  2. Written Warning & Notice: Official written documentation of non-compliance recorded on the Tenant's profile.
  3. Financial Assessments: Direct billing for necessary repairs, specialized deep cleaning, damage rectification, or obstruction removal.
  4. Administrative Cost Recovery: Recovery of legal fees, administrative expenses, or contractor costs incurred by Management as a result of the breach.
  5. Lease Termination & Legal Proceedings: Material or persistent breaches of these rules shall be deemed a default under the Tenancy Agreement, entitling Management to terminate the lease and pursue eviction and legal remedies in accordance with applicable laws.

  • In-Person Verification:   A physical copy of this exact ID must be presented for mandatory in-person verification on your scheduled check-in day. Failure to provide a legible upload or match verification records will result in the immediate suspension of your apartment allocation.

  • Account Access & Profiles: The email address you use to complete this application must match the email you use to create your login account later. They cannot be different, as this specific email is directly linked to your tenant record to grant you secure profile access.
